The European Commission has prepared a draft delegated act to the Packaging and Packaging Waste Regulation (PPWR).
The delegated act concerns 100% reusability for certain transport packaging, specifically introducing exemptions from this obligation for:
plastic films
straps
used on pallets for stabilising and protecting products placed on pallets during transport.
This exemption was already promised at the time the Regulation was adopted more than a year ago, and it has now finally been delivered. The above-mentioned packaging materials should be exempt from the 100% reusability obligation for transport between individual economic operators within a Member State, as well as between a company itself and affiliated companies within the EU (the obligation laid down in Article 29(2) and (3) of the PPWR).
However, their exemption from the obligation laid down in Article 29(1) of the PPWR, which sets an overall 40% reusability target by 2030, is not envisaged. Since this is an overall target, it can be achieved by compensating packaging formats with a low reuse rate with packaging formats that have a high reuse rate.
👉 The call for feedback is open from 10 December 2025 to 9 January 2026. The Commission welcomes input from the public, which should be taken into account when finalising the draft.
