The Joint Research Centre of the European Commission (JRC EC) published on 13 January 2026 a comprehensive technical proposal concerning harmonised EU labels for waste sorting in the EU, intended to support the adoption of future implementing acts under Articles 12(6) and 13(2) of Regulation (EU) 2025/40 on packaging and packaging waste (PPWR).
The JRC puts forward evidence-based recommendations for a flexible yet harmonised labelling system based on materials and tested through behavioural research.
It was developed in cooperation with more than 25,000 citizens and over 250 experts. The document applies the principle of consistency between packaging labels and collection containers, enabling users (consumers) to intuitively identify the correct sorting option. The proposal also identifies several areas that require continuous research and monitoring, including the development of waste management technologies, innovations in packaging, and behavioural responses to new labels.
The preparation of technical recommendations by the JRC does not imply any obligation on the part of the European Commission to adopt or follow this proposal. The Commission retains the option to amend or deviate from the technical recommendations set out in this document.
From the perspective of the PPWR, the Commission is required to adopt implementing acts on the labelling of packaging and waste containers for the collection of packaging waste by 12 August 2026.
