The European Commission has published guidance to support the implementation of the Packaging and Packaging Waste Regulation (PPWR). The aim is to ensure uniform application of rules across the EU while simplifying compliance for businesses and Member States.
The new guidance provides practical explanations of selected provisions of the regulation, including determining who is considered a producer and which products fall under the definition of packaging. It also addresses areas such as restrictions on single-use packaging, the use of PFAS substances in food contact packaging, and reuse targets.
The document also provides further details on the functioning of extended producer responsibility (EPR) and the introduction of deposit and return systems. It includes frequently asked questions (FAQ) reflecting practical needs, which will be regularly updated. The document will gradually be available in all official EU languages.
The PPWR responds to the growing amount of packaging waste – in 2023, each European generated an average of 178 kg. Without action, this volume would continue to increase. The new rules therefore aim to increase recyclability, promote the use of recycled materials, and reduce the overuse of packaging.
The European Commission will continue to support the implementation of the PPWR and is preparing implementing and delegated acts to further specify the requirements in practice.
