Today, the European Commission launched a set of actions to accelerate the EU’s transition to a circular economy and to prepare for the Circular Economy Act, expected in 2026. The goal is to double the share of recycled materials in the EU economy by 2030 and position the EU as a global leader in circular economy practices.
Key Measures
Digital Waste Tracking System
From 21 May 2026, paper-based procedures for shipping waste within the EU will be replaced by a digital system. This will simplify administration, improve traceability, and reduce illegal waste shipments.Classification of "Green" Waste
A public consultation is open until 31 October 2025, aiming to harmonize the classification of certain types of waste to facilitate cross-border movements.Evaluation of the WEEE Directive
Nearly 50% of electronic waste in the EU remains uncollected, and recycling targets are not being met. E-waste is growing by ~2% annually. The evaluation will support the revision of the WEEE Directive, which will be central to the future Circular Economy Act.Upcoming Battery Recycling Rules
New measures to increase the efficiency of recycling and recovery of battery materials are expected later this week.
These steps will be complemented by ongoing consultations with stakeholders to shape the upcoming legislation.
