The entry into force of the EU Deforestation Regulation, also known as the EUDR, has been postponed by a year. The amendment to the regulation with the change in effect was published in the Official Journal of the EU on 23 December 2024.
Efficiency
The efficiency is applied according to the size of the enterprise as follows:
- Large and medium-sized enterprises – December 30, 2025
- Small enterprises and microenterprises – June 30, 2026
Scope
The regulation applies to 7 commodities and specified products thereof defined in Annex I of the regulation, the careful tracing of which is intended to prevent deforestation.
Commodities and examples of products covered by the EUDR:

The scope also includes packaging made of wood and paper, but only empty ones, so the actual manufacturer, importer and distributor of these packaging is responsible. Among non-packaging products, for example, are printed books and newspapers, where the responsibility lies with both the manufacturer/importer and the distributor of these products, so that bookstores, for example, will not escape the obligations. The obligation will also apply to anyone who trades in chocolate or coffee.
